not much of a fanboy or anything but i'd personally go with Itachi i mean let's face facts there is absolutely no one better at using sharingan than itachi.....NO ONE!!!

If we go by feats then itachi if we go by anything else ....wait why would we go by anything else ?

Anyway shisui had a powerful genjustu that does not mean he was superior in every other aspect of the sharingan and since we are never informed otherwise it is foolish to list shisui as the best sharingan user.If anything you should put him in the category of best unique ms tech
