the only reason as to why Sasuke didn't quickly take them out is because he needed a reason to try and make another excuse to run away from Sakura

I mean it he comes back to the village knowing well (after his first encounter) that a enemy exist and is after him.... he baits them to attack Naruto (the Hokage) to showcase that these Ootsuki are a threat (he also likely made Naruto get in on this farce)

He then has to give it his all in order to save the world again (gets his face burnt to prove a point)

Stays for one second with Sakura and then says hes got to go off again to protect the world and prevent the enemy from attacking Konoha again...
