Throughout Part 2, Sasuke didn't gain any substantial speed increases (aside from gaining teleportation with his Rinnegan). Sasuke's speed hype was greatest in his Hebi days, mostly because he was dealing with lower-level opponents. Once Sasuke gained MS, he was naturally facing tougher opponents, such as Raikage, DSM Kabuto, and Juubito/Juubidara.
Sasuke's raw speed is roughly on par with SM Naruto or Minato (without FTG). Sasuke's 3T/MS reflexes grant him the ability to react to enemies with speed enhancements, such as Jinchuuriki, Raikage, or other Sharingan users. EMS Sasuke was capable of catching Juubito by predicting his movements and adjusting his attacks, and was on par with BSM Naruto in this respect. Madara complimented EMS Sasuke's speed and movements. However, none of this changes the fact that Sasuke didn't gain any physical power-ups during this time.
People like to cite Sasuke's "blitz" on Juubidara as evidence of Sasuke's footspeed. Madara had just shoved an eye into his socket, and also really didn't care about being bisected. If Madara wasn't focused on recovering his Rinnegan ASAP, he would have either avoided the attack or countered it (and, to be fair, Madara barely reached his Rinnegan in time; Sakura was about to destroy it). And there are plenty of other examples of Madara needlessly tanking attacks because he knows that he can recover from them; he even explicitly told White Zetsu of this tendency. It's a pretty troll argument to cherry pick this "feat" as a sign that Sasuke's speed surpasses Juubidara.
Rinnegan Sasuke is the fastest character in the manga, but it's due to a combination of Ameno and Sasuke's reflexes; Sasuke's footspeed is formidable, but it wouldn't put him in the upper-tier of speed if not for his doujutsu. It's much like Minato with FTG, except with Sharingan reflexes added.
