imo he is as fast as minato in base form. and if we are talking current 6t rinn sasuke he is as fast as RSM naruto, I believe faster due to how he speed blitzed madara.

No one existing is faster than Naruto and Sasuke. But from people who existed, only the Raikages (aside from Otsutsukis and Juubi Jins) are faster in footspeed.

Depends. If it's short distance covering, then Sasuke is faster than or equal to Minato (marked or not). Both are instant from Point A to Point B but Sasuke gets that extra push from having better footspeed in certain circumstances.

If it's long distance covering ability (outside Ameno's range), then it depends whether Minato has the location marked or not. If it is marked, then Minato is faster than Sasuke. If not, then Sasuke is faster.
