Smoker - Admiral level at least.
Coby - Admiral level (He'll probably be an admiral chasing Luffy, if he survives, in the last chapter with the marines commenting on his strength, but we will never actually see him action then)
Tashigi - High Vice Admiral
Helmeppo - High Vice Admiral - Admiral (If Coby becomes Fleet Admiral this guy will be an admiral otherwise a VA who tags along with Coby.
End Smoker will be admiral level.
End Tashigi will be high VA level. This I believe we can all agree on.
End Coby will be either as strong as Tashigi, or inbetween her and Smoker. He will not surpass Smoker.
End Helmeppo will be as strong as Sanji is right now, probably.

Smoker: Most likely below admiral level.
Others: VA level at best.
Dreams don't determine one's strength...Garp's dream was never to become Admiral and he was above that level.

OT: Smoker is above Coby, mate. For now, that is. Coby's potential is huge, he even has King's Haki, but Smoker has way more experience, and knows his way around.
Coby doesn't have Kings Haki. The only Haki he has feats in is Observation Haki.

I can't see Smoker becoming the Admiral rank either because to me he doesn't need it he'll be the strongest marine of the current generation like how Garp was for the last. You don't need to be Admiral to be the strongest.
OT: I see Smoker EoS being around the same level of both Kidd and Law EoS who will slightly be ahead of the likes of Zoro.
