You need to be pure Hyuuga to get the Byakugan. You can only born with it, you just can't awaken it.

You'd have to ask Kishi.

In one of his old interviews, he said if someone with a Kekkei Genkai and someone without one had a child, the Kekkei Genkai would be the dominate trait. Guess he forgot about that.
