We don't really know to much about the sage, or his brother and that's where this comes from.
My main thought is the Sage might be a d*ck, Sasuke's answer could've been to dismantle the current system (which the sage even said is wrong) so maybe he wants Sasuke to tear it all down so Naruto can build it back up... I had the idea a while ago that Ninshuu might have originally been the sage's brother's way of life, and in a similar way to cain and abel the sage killed his brother but came to the realization that he was right and attempted to fix it by adopting his brothers goals. Going from grade A a-hole to repentant sage, then saw to much of himself in Indra and sided with Ashura instead. Now with a chance to do it over again he will let indra succeed and have ashura rebuild.
Just a thought, would be interesting I think.
