He's just butthurt that no one in the village gave a fυck about him and that's why he seeks the title of hokage to satisfy his selfish desire for attention, realizing how pathetic he is he'll give up on becoming hokage and let someone more competent do the job(someone like Kakashi or Sasuke who actually has a good reason for wanting to be hokage).

Honestly I believe all the other nations will see Naruto's validity towards peace, and have him become something above Kage level. So Sasuke may become Kage, but Naruto becomes something even greater.
