So Jugram is actually one of the Quincies that can only give power to their surroundings and not make them their own. He basically is the balance which either boosts his surroundings and probably can decrease their powers as well. When he was trying to execute Cang Du, the letter easily tanked his slash, as Jugram's sword is a real sword, not a reishi one, and Cang Du has the power of iron. After that Jugram talks about the tilted scales and this big "canon" appears behind him and kills Cang Du. Also when he was fighting Shunsui he said that he has absorbed the reishi around him to make it thinner and break through the wall, which is basically confirmation that he can not only give surroundings power but also weaknesses.
A little thing that I have noticed that due to Jugo breaking Ichigos bankai, it got stronger afterwards.
