Well Jugo can't really harm Suigetsu because of his water body so i am going to have to say Suigetsu would win in a battle.

I say Suigetsu because it's almost impossible to kill him. In order to hurt suigetsu you need lighting style which Juugo doesn't have, or Ninjutsu, which Juugo has a little like when he blasted A, but I still think Suigestu has the advantage.

So Suigetsu has the most popular vote, but Still, I agree with kage, Suigetsu gets tired easily, and jugo dosent, jugos a bottomless bit of chakra and suigestsu is un-beatible until hes out of chakra :3 so in the end, ofc, jugo wins c;

If they are near a large enough water source then I say Suigetsu. If they aren't near a body of water I say Jugo.
