Neji can honestly low diff this, considering a strike from gentle fist can literally undo a curse transformation (like it did with kidomaru)

jugo is used to be the origin of the curse seal, who uses senjutsu which makes his blows so brutal strong, we only saw jugo going v2 when he was small, i think in this fight he is tall and can go v2 when ever he want.

His shield out of flesh is a good defense to nejis taijutsu and jugo showed he could react to the 4 raikage right on time, unfortunately the shield was pierced by ay, but neji doesn't have this strength and when jugo goes for the Mega senjutsu Chakra beam neji won't be fast enough to get out of the radius and i doubt his kaiten will defend him against this powerful beam.

its hard to say, but i underestimate jugo, i think he can take it high diff.

Remember that wasn't even full strength/adult Jugo that fought the Raikage, Jugo is the tallest character in the series, even taller than guys like Jiraiya/Raikage/Kisame, only one who challenges him height wise is Han the five tails jinchuuriki.

When he fought the Raikage he was even shorter than Karin, because when he healed Sasuke in their fight with Killer Bee his body shrank to a 13/12 year old as he transfered his flash into Sasuke.

So the Jugo that fought Ay was actually a small little pipsqueek, and yet he kept up reasonably well with version 1 Raikage. I think a full grown/full strength Jugo who went all out like he did against the Raikage would have given A a run for his money, and I think Neji would be in serious trouble and if he won it would be similar to how he won against the spider guy, as in it would be double KO sort of thing.

Mid or even low diff, not high diff.

You forget that Raikage fought Kid Jugo and not Adult Jugo.

Remember Jugo shrank into a kid when he healed Sasuke during their fight with Killer Bee.

He was still a kid when they fought the Raikage.

He regained his true form afterwards when he absorbed that Samurai.

Full Grown Jugo at full power/full madness would have forced the Raikage to use version 2 to beat him.
