I am honestly not too knowledgeable on the Hyuuga and their abilities, so I'll probably get some of these facts half right or entirely wrong. Feel free to correct me but. .

Neji's rotation can deflect anything that Juugo has to offer and, coupled with his fast attack speed, should be able to render some of Juugo's chakra points faulty. Though, with taking in or powerful chakra. Naruto himself was able to reopen his closed points. I don't see why Juugo shouldn't be able to do something similar with Senjutsu. But, with momentarily closed points. He is open to a lethal strike from the Hyuuga.

I'd see Neji winning this with high difficulties.
