Jugo is not very precise in his attacks and all his powerful chakra attacks would get sealed quickly by Nejis 64 palms. Even if Jugo tries to blast him from a distance Neji would be able to dodge and in close range simply use rotation to defend.

I have to think Jugo, especially because even though you all say neji will make his system shut down from attacking the chakra points, the extensions don't have those points. And his outer layer in Lvl 2 isn't like normal skin, it is harder. If he extends the axe, it isn't as if neji hits that and it is neutralized. Neji's rotation would be useful, but Jugo would get through it some how, or injure him slightly until he dies.
