Juugo wins. Juugo blitz and dodged Killer bee during his battle with Take. He also had time to jump in front of v1 Ei and block and tank his punch. These feats puts him above Kiba in terms of speed. I highly doubt Kiba is tanking any punch from Juugo also. The moment Kiba tries fang over fang Juubi blast him up with this.

Juugo likes to act like a tank in his CS states and i cannot see him tanking one of kiba's attacks.

if you seriously think that Kibas attacks are superior to A's then u need to read the manga,,,
Juugo blasts him chakra cannons,, and his durability,,speed and chakra levels are much higher than Kibas

Kiba's attacks focus on cutting and slicing, A attacked juugo with a blunt force attack.

A could of pretty easily split him in two if he used a slicing attack, So could others who utilize Raiton and fuuton. I see no reason why kiba's attacks wouldn't rip him to shreads.
