Jugo VS kakashi
both starting out in the middle of a town nether of them are aware of
Jugo in the Taka cloak
Kakashi in his normal setup, with his headband over his Sharingan
both standing, about 20 ft apart.
GO!
(I say Jugo, because kakashis best attack is chidori, and jugo would just form a shield and let it take all the damage then keep powering up.)
