Doesn't he? He uses natural energy, but when he does, he cant be controlled, so his powers cant be controlled, just like when a Bjuu is without a jinchūriki. So I think that Sasuke will fuse/ be his jinchūriki. Just like when a Bijuu is stronger with a jinchūriki, Jugo will be stronger while fused. Its probably going to be like when piccolo fused with kami.

Juugo in beast form have the ability to manipulate his body as per the conditions. And if Juugo gives away his body to save Sasuke then Sasuke can nicely manipulate.
