Jugo a sage??

He has not mastered natural energy or sage chakra, so he is not a sage. He passivly absorbs natural energy all the time and when it gets to the breaking point he goes berserk. This is like a kekkei genkai for him. Their bodies handle sage chakra differently from other people.

He is not a sage, but has sage like abilities.

Having the ability to bring in Natural Chakra does not make you a sage if your not able to mix it perfectly with your own chakra. It is Natural Chakra until it perfectly blends with your own chakra, thus creating "Senjutsu Chakra"

I think of like this: for members of Juugo's clan, it's as though they live there life covered in that toad oil stuff that makes you absorb nature chakra automatically. Fortunately for them, OD-ing on snake/dragon nature chakra evidently isn't lethal like toad nature chakra (that turns you to stone). I'm assuming it isn't lethal since it's usually pretty difficult (but not impossible) to evolve a trait that kills you.

If Juugo Learned the sage mode on his own (like naruto did) , then he would be a beast.

No Jugo is not a sage, he can use Natural Chakra, but to be a sage you have to train with the us knwon toads or snake, after the training you can call it then a Sage of ..... until then Jugo can only use Natural Chakra, nothing more

I think I heard that the reason he runs wild is because of the condition of nature or something like that.... Forgot how to explain it but something like, if the world is in turmoil then he reacts in that way, like if the world was more calm and peaceful his transformation would be different too. And again people, Jugo did say HIMSELF that his transformation is a LESSER form of sennin mode. So he did admit to having sennin mode, just a lesser form then those you see of naruto and kabuto.

He clearly says his people call it sennin transformation. I think that every sage mode has its own characteristics. LIke how naruto resembles a frog, and kabuto is like a snake. We dont (exactly) know what the heck Jugo is in a sense. Like what kind of sage mode. But I think if people knew what kind, it may help to understand
