Judo is wayyyyy to slow to be useful in Naruto outside a limited few exceptions (jirobo of the sound 4 did a few judo throws but he has good strength so)
Go watch a YouTube video and come back then explain how a combat form that involves takedowns and body locks is effective against ninja who can substitute create clones protrude chakra attacks out of their bodies (1 tail Naruto arm kimmimaru bones sussano etc) would work
