Jubi perfect form not capable?

If what I've read is correct then the perfect jubi cannot be brought back in its perfect form. I say this because tobi says he needs all the chakra from all the tailed beasts to bring the jubi back in it perfect form. If that's true then it'll never be brought back cause kurama only has half of its chakra. The other half is forever sealed within minato namikaze the 4th hokage which happened when he used the dead demon seal on it. Proof shown here on the link.

Or how Oro regained the use of his arms after transferring to another body, Kurama regained his chakra over time by the merge of his and Naruto's chakra.

I agree, and I've had the same thought myself. But i think that we'll finally find out if Kurama's chakra has re-developed, or is gone for good. We know for sure the yin chakra was sealed, but we've never been told if it ever replenished itself or not. I mean, come on. His tailed beast bomb was equal to that of 6 other biiju! When he was almost out already! If that's only half AND almost run-out, then the whole is just INSANE.
So yeah, i'm hoping that he's only got half, and this gives the juubi a weakness

So if Tailed Beasts couldn't regain chakra, wouldn't they eventually disappear from existence from use of their own chakra? They have been in the Narutoverse for many many years.

The point is Tailed Beasts regain chakra.
