There is no test.

To become a jounin you need to have at least 1050 posts. Then you can contact a sensei responsible for the Jounin rank and ask him to train you in your fourth element. You can use every (up to) B and A rank jutsu of this selected element.

If there were jutsu's you weren't able to use before the new system, you learn them now by default. However it's adviced that you still contact a sensei for learning how to use them properly. This only counts for the jutsu's you were supposed to know to become a jounin.
