Firstly Rinnesharingan couldn't do jack shit with Momoshiki Timestop ability and yet apparently Boruto could move because of the Byakugan blood run through him and this is W/O the Joagan being activated. So already there is invalidity on your case. Furthermore, the Joagan seemed to be the pinnacle of all things. It was prophesied by Toneri which was the evident of that when Sasuke is not in present during Kaweki fight. Instead, Sasuke seemed to entrust and passed on to Boruto with his equipment. Everyone failed but Boruto as the last Shinobi standing.

Jougan = Ashura's descendant + Hamura's descendant + human mixing. It should be much more potent that a mere byakugan from this PoV.
I doubt Boruto is the last one standing, might be a thrilling idea though.

The massive chakra storage and control done by Tsunade and Sakura might affect their fertility and it wouldnt surprise me to see that Karin played a "serious" role in Sarada's birth.
That gives Sarada both Ashura and Indra chakra.

Mitsuki might even make it to the final round with the power he currently has.

As far as I know , Jougan is just an advanced form of Byakugan ... It gives the user more insight abilities . (for example , Boruto was able to see Nue's weakness (something Byakugan can't do) Or , Boruto was able to see a portal to another dimension (Again the Byakugan can't do so) He can also see dark chakra (Again the Byakugan is unable to do it))
You see ? Jougan only has shown insight abilities ; Not war abilities . It didn't give Boruto a new technique or something like that .
At this point , Rinnegan solos Jougan but we have to see more content to make sure .

Kaguya used Vacuum attack similar to Naruto's Bijuu arms; the featless byakugan didn't do jack. She didn't even have her Byakugan open. No excuses.
