Guys it is not filler. It appeared in the flash forward in the first chapter of the manga.

What do you even mean by "making the jougan happen?". If by "happen" you mean "appear", then it has already happened in the manga and several times in the anime.

I mean making the name of Boruto's dojutsu Jougan. Toneri did not say that was the name of Boruto's dojutsu. Only that Jougan's turn won't be coming for some time.
