Without the Shinju Naruto and Sasuke are stronger individually, with the Shinju half his power is equal to theirs individually. JJ Madara with Shinju is stronger overall, but his Senjutsu still not stronger than Naruto's and Rinnegan still weaker than Sasuke's

I think he can. Hagoromo said that IT doesn´t not only cast IT but also allows caster to use that chakra. Kurama didn´t praise Sasuke for covering PS around Bijuus chakra he praised him becasue he was able to combine all that chakra into one.
