Madara could have access to all of Kaguya's abilities (except for the Byakugan based ones).

However this is only the potential. Hagoromo might be still stronger.
I just wanted to point out that Madara's strongest form > Hagoromo's.

Hagoromo said that Madara came close to his power(you saying "non-JJ Hagoromo" is an assumption on your side) and it was also mentioned that Madara's new aim is to get close on Kaguya's Lvl. After gaining the Rinnesharingan Madara himself was used as a Host for Kaguya's resurrection.

Yes he was used as a vessel but that doesn't mean that he was anywhere near kaguya. During the battle against pain, the kyuubi tried to use naruto as a vessel for its ressurection, does that mean that naruto's power at the time was anywhere near kyuubi's?

he had all the chakra in the world available to him due to Infinite tsukuyomi which he could of easily used to power all of his moves and he had kaguya's dojutsu, plus his original pair of rinnegan, natural energy and RSM. u cant say he was nowhere near kaguya at that point. he was atleast hago level.
