JJ Madara couldn't use Sussano'o or didn't want to?

Madara was able to use Kamui because he implanted Obito's mangekyo sharingan. At that point he had one mangekyo and one Rinnegan. And no, he is not able to use Mangekyo techniques when he has both Rinnegan, he has to switch between EMS and Rinnegan with his original eyes (Edo Madara was not in his original state). The reason Madara managed to use Kamui unlike Obito is because he is God. Jokes, no but seriously he has Hagoromo chakra and Hashi's SM so he is capable of handling the power of one Rinnegan and Mangekyo eye at the same time. The reason he didn't use Susanoo with Obito's mangekyo is because to use Obito's Susanoo you must have both his sharingan, like Kakashi.

Then why wasn't he able to manifest Susano'o after becoming a JJ? I think it's because of Plot progression that he couldn't use it. If Madara was to use Susano'o amplified with JJ powers, the main chars would be stalled for several extra chapters which Kishi didn't want to happen.

You require both eyes to use the full power of the mangekyou. The susano'o is the final, full power of it. Madara had only one of his eyes at the time. As such, not only did he not use susano'o, but also none of the six paths. All he used, even when he was cornered was his Limbo, which isn't classified as any one of the six paths and his senjutsu. When he was blind, both his eyes were in the vicinity at the time and his body was filled with the gedo rods that resonate with the Rinnegan based on Nagato's control of his avatars, thus logic suggests he was able to use susano'o that way. When he got one of his eyes back, Obito took the other with him into Kamui, later stating that both Rinnegan together are the full power and so dangerous that no one would be able to stand against Madara. As soon as he reobtained his other eye, he used deva path for the first time since the fight with the gokage.
