It's more impressive that it looks, because not only was he not in Sage Mode, he had been drugged so his chakra wouldn't work properly.
That said, there are quite a few guys out there who can destroy a village like this, heck even Konan can with prep, so in and of itself it's not as impressive as it first seems. Also in the Narutoverse scale and explosion size don't necessarily indicate power. Itachi for instance would be totally unaffected behind Susanoo and the Yata Mirror. Minato could just space time dodge it and or use a space time barrier to move it, Rinnegan users would either absorb it or repel it (destroying a village sized area themselves in the process). It's good for what it is, but it shouldn't lead to the conclusion Jiraiya is unbeatable. To the contrary, he's somewhere in the top 15-20 type tier, maybe pushing towards 15... maybe. There are alot of strong people around in Naruto.
