He was only trying to contain him the time to enter Sage Mode because he knew the opponent could be a threat for him according to the data he received from those fodders(stomping Hanzo and his guards, a Rinnengan user supposed to be child of profecy). He wasn't really pressured by him actually, but just preventive. You can even notice that at some point he was surprised that the one supposed to be that strong only uses summons on him while he was gathering chakra for the natural energy@Bogard, wait, didn't Jiraiya run away from Chikushodo til reaching Sennin Modo? The short confrontation of Jiraiya with all six bodies isn't worth called a fight; all six Paths would've stomped Jiraiya even if he was in base. Considering what Tendo alone did to Naruto, his Boss Summons, Fukasaku and Shima.
There is a misconception that Deva didn't go all out or use his abilities because what some people forget is that most of his strongest moves he can't even use them either because it would also hurt his teammate but because he needs to be near Nagato(for his CT at least). When these conditions aren't filled, the most he could do is use basic shinra tenseis or bansho tenin. So really the only moment where we can see full power Deva is when he is fighting alone in a location near Nagato as possibleIf Tendo would have used any of his abillities, Jiraiya would have lost. IC Jiraiya could have won though.

People blow jiraiya's abilities so far out of proportion because he could run his ass away from Animal path lmao. At one point he almost unclasped his hands because he was afraid his toad would be dead before he could finish his gathering.

SM Jiraiya wins low-mid difficulty and base Jiraiya wins high difficulty. Overall, I'd say Jiraiya mid difficulty.
