Then the Hidden Leaf would only be more over powered as a village. Negato could of easily become a hokage after the 4th died instead of letting the 3rd reprise his former role in the village. He would of influenced Naruto a lot more because of their connection with Jiraiya and a possible connection he could of had with Minato.

Hard to say, since Yahiko would not have died, he probably wouldn't have unlocked his prime abilities. At least, to the power that he displayed against Naruto in the showdown.

And I don't think he's legible to become hokage. Don't you have to be from the Leaf to become hokage?
