We never saw jiraiya's dead body, it is highly likely he may still be alive.

three sannin are hella strong, they just don't die lol.

Look at oro, He got his hand sealed in RDS. He got it back.
he got genjutsu'd in his own dimension. He came back.
He got sealed in a spiritual weapon. Still he CAME BACK.'

Tsunade (weakest in trio)

Got attacked by powerful jutsu enough to kill jounin level ninjas.
Got CUT in half, and have parts of her body separated on two sides.
STILL SURVIVED. AND STILL HAVE THE POWER TO REVIVE THE OTHER FAINTED KAGES.
