Jiraiya is equally proficient in Ninjutsu, Genjutsu and Taijutsu. Tsunade can only punch and heal. Jiraiya has enough stamina and keep hurting tsunade until she's dead. Tsunade isn't fast enough to hit Jiraiya, or evade his long ranged attacks
