I wouldn't say so. Personally, in matchups where one person is cannonically dead, if the person who isn't dead was prime or post prime at the time of death of the canonically dead person, I take them at their prime or at the time of death their skill lvl. And orochimaru at that time, hadn't recovered his arms yet, as he hadn't unleashed the RDS seal.

Honestly, I just don't see how Jiraiya fatally wounds him. He'd put up a good fight, but Orochimaru would win... high diff probably.

Orochimaru takes this any day, he's not going to lose with EDO tensei and he was always said to be the strongest by Hokage God Lord Prime Hiruzen himself. Jiraiya will likely run out of chakra trying to cope with Orochimaru's EDO's and will be taken out accordingly
