S1. Jiraiya won't be able to go Sage mode since they won't let him, so team 1 takes this mid diff.
S2. Jiraiya wins this High diff.

He managed to do it against Pain who is stronger than the sannins and multiple with Rinnegan shared vision. Not sure why you think he won't manage to get into the mode in S1

SCenario 1: Either Tsunade or Orochimaru will whip him low-mid diff. in a 1 vs 1.

SCenario 2: Goes to mid diff at best.. but probably killed easier.

Hes facing people who are either strong as or stronger than him..
