Honestly, not many people can defeat Minato. But even though I think Minato surpassed Jiraiya, I think Jiraiya has somewhat of an edge here being the one who taught Minato. So that goes without saying, Jiraiya probably knows everything Minato is capable of. He knows Minato's intelligence, speed, jutsu, style and how FTG works. I still think Minato would win, but because Jiraiya is extremely powerful AND his teacher, it would be a very difficult win for Minato.
