Jiraiya takes this high diff. Jiraiya summons Gamabunta and uses Fire + Oil combo, which evaporates any water Kisame brings out. He then can summon other boss toads who can push Kisame back as he goes into SM by summoning Shima and Fukasaku. After he attains SM, Geomon ends it.

Jiriaya for sure he did the toad stomach summoning and if it weren't for Itachi kisame would have never made it to shippuden.

If that wasn't the case i'd put my money on Kisame though. Huge chakra reserves, the water dome, his ability to regenerate and the ability to absorb chakra??

His an extremely deadly opponent. Even deadlier than Jiraya.

You make it sound more like no-diff than high-diff with that explanation of how J-Man accomplishes it. I would say mid-diff though rather than high-diff. The level of skill Jiraiya showed he had against Pain suggests he could take out just about every other Akatsuki member except Tobi and Itachi.
