Deidora, even if the location is the leaf and jiraiya will get places to hide and try and get into sm, c2 and c3 would cause problems. It will be very hard to get in sm when being bomb raided. Jiraiya is stronger, but deidora takes the cake

Without a way to diffuse Deidara's bombs or protect against them, it doesn't matter if your stronger, he's a bad match for you and you'll lose as a result
