I'm going to say Sasuke but I have no way of knowing for sure. I know Jeraya is out because he made regular trips back to the village.

Hard to say for Sasuke..

We don't know if he returned to the leaf, married Sakura & then produced Sarada the old fashion way. which would be the determing factor in figuring out his absence.

But I would say Tsunade then Jiraya since he was the only Saninn to return for 3rd Hokages funeral.

naruto didnt know who was jiraya and either jiaraya didnt know whose son was naruto...so my guess is jiaraya didnt come to konoha before he met with naruto

I say Jiraiya then tsunade then sasuke! because sasuke is still young so he probably spent the least time out..
Tsunade was out of the village for a definite time.. she went probably after the Third Ninja war and came back to become Hokage..
Jiraiya was out the longest, i think, because he spent a lot of time in Mount Myoboku.. and also 2 years out with Naruto for training.. so i guess that makes it more than Tsunade's time out of the village..
