Seriously - Doton+Yoton+Suiton+Katon was used to make Juubi slow.
Jiraiya did the same thing with only one Jutsu - Yomi Numa.
Dont foget, he pwned giant snakes and stated that this swap was too small because of Tsunade's poison. This jutsu suck the object into the abyss.



Point is not that Jiraiya would defeat Jyuubi. He would not. The OP point is that Jiraiya could do everything the shinobi alliance just did with yomi numa, particularly if he is in sage mode

Now you can image, how much easily the Alliance can immobilize Juubi if Jiraiya was still alive.
