I Personally Think, Jiraiya, even tho kakahi has 1000 Techs, jiraiya has more battle experience and prowess, so he may know how to fight kakashis MS Tech, IMO Jiraiya.

Maybe this as well.... but one problem, he don't have any knowledge about Kamui, but i guarantee he has a lot experience about s/t tech, only depends on intelligence.

Jiraiya would have to get in to SM..he might could pull off achieving SM through summoning Bunta, Gamakichi and the like, though it would be at the cost of their lives, and I'm not sure Jiraiya would be willing to put their lives at risk like that.

If both start in base, when jiraiya tries to get into SM he gets warped... kakashi low diff
If jiraiya starts in SM he could dodge kamui maybe due to speed feats and summonings to distract kakashi, either way both could win high diff
