I do believe Jiraiya's goal was not so much being loved back by Tsunade, but rather for her to be happy/end her suffering of loss.
The scene in Shippuuden ep. 235, that wacky one with the all women-clan members who have to fight and lose to ment in order to marry them. There's a guy with robots, too.
Jiraiya sits down after a fight with a woman from this clan, and says his heart belongs to another woman (Tsunade), though it's one-sided.
She's surprised at that, and admires his patience, saying that it's not sure to bring any results (i.e. Tsunade may not fall in love with him), to which he answers: "Who cares about such small things! I'll surround her with my love and wish for her happiness!"
