He no longer served a purpose in the story, and all of his personal conflicts were resolved.. Of course he isn't coming back.

yea... hes alive... frogs can breath in water and died in sage mode and his body floated back up when konan tried to kill obito with the paper bombs... hes floating on top of water unconscious

as much as i love jiraya as a charecter i hope he doesn't come back sometimes dead people are just better off dead besides naruto would just get really emotional over it when he has more important things to focus on like beating madara
