- Has Pa and Ma
- Can summon frogs

Don't say Jiraiya can't hit Tobi.
If Tobi want hit Jiraiya, he can hit him too.
Don't forget Jiraiya in SM is extremly fast, great Taijutsu and physical power.

jiraiya CANT hit tobi though. tobi with sharingan will be able to predict when jiraiya has a fast attack that he needs to go intangible for, and then do so. he can also solidify when his arm is already passed through jiraiyas heart, impaling him on an arm made of zetsu goo.
tobis genjutsu is perhaps the most powerful in the series besides shisui.
tobi has a vast amount of experience and manipulating abilities. such as kuchiyose: kyuubi.

Jiraiya can't touch him, he's intangible. Jiraiya doesn't have a S/T tech either.

That's once Tobi materializes to take him out, which would probably be right as he's grabbing Jiriaya. It comes down to whether Jiraiya would have the speed and reflexes to react to that or not, which is a definite no if he's not in SM. And I don't see SM's speed alone doing it since Minato had to resort to FTG, plus Jiraiya has no speed feats in or out of SM.

Even without the Rinnegan i believe could win

Jirayas sound genjutsu would be a big problem for Tobi though and he can always retreat into his Toad Barrier and swallow him up

I reckon Jiraya could counter his space time just dunno how he will land a blow
