What if Pain Deva is restricted? How'll Jiraiya do against all other Paths? I think Deva is the reason Jiraiya cant push into with his Jutsu.

That’s interesting and a better match up because in canon Jiraiya kill 3 without intel. I personally believe that if you restrict Tendo AND Outer (because all paths uses Gedo) then 5 of the Pain Powers would lose to Sm Jiraiya.

He could fight and live with his crazy frog jutus but he could never win that fight.
