This is going to be a very long post about their respective abilities and my conclusion at the end of it.
Jiraiya

Taijutsu
While not being his preferred combat method, Jiraiya was still very proficient with taijutsu, capable of stopping some of the individual dogs that split from the Giant Multi-Headed Dog just using his legs. His natural strength, while nowhere close to his female teammate Tsunade, was very impressive. In the anime, there is one such occasion where this is shown, when Jiraiya intervened in a fight between a young Gamabunta (who was still bigger than Jiraiya) and an unknown snake of equal size where Jiraiya grabbed and tossed the snake a great distance away with ease.
The Sage Mode enhanced his strength to the point of destroying the Human Path's eyes with just a kick to the face, while also sending him several metres away. In Sage Mode his speed was enhanced to the point were he could leap down from a high vantage point and form an attack, before his sandals — which had fallen before he jumped — had even reached the ground.
Ninjutsu
Jiraiya was well-versed in a variety of ninjutsu types. He could grow and sharpen his hair for offensive and defensive purposes. Jiraiya was taught how to use the Rasengan by Minato, and had since developed larger variants. In terms of element ninjutsu, Jiraiya had proficient knowledge if not skill in multiple types. He could use earth chakra to create deep swamps to immobilise his opponent and fire chakra to unleash large blasts of fire. He was also at least knowledgeable enough to teach Yahiko and Nagato how to manipulate the nature of their chakra.
Jiraiya was often described as a perfectionist. He had the ability to improvise or expand the limit of a techniques to the point where even an academic or E-rank techniques could make him an extremely formidable opponent. The Transparent Escape Technique, created to help him spy on women, eventually proved to be very useful in espionage and reconnaissance.
Apart from his fighting abilities, Jiraiya was very proficient with barrier based techniques. Examples would include Barrier: Canopy Method Formation, which allowed him to detect all movements within a wide radius and block attacks, and Barrier: Toad Gourd Prison, which allowed him to trap an enemy inside the belly of a small toad-shaped gourd, the inside of which contains a landscape with a lake of stomach acid.
While he had basic knowledge on how to recognise and counter genjutsu, he was not skilled at using it, and relied on his partners to use illusions.
Toad Techniques
Jiraiya's Toad Flatness — Shadow Manipulation Technique.
Jiraiya was known as the "Toad Sage", due to his natural affinity for toads, and his utilisation of a number of toad-related techniques. Many typically dealt with summoning toads. He had risen to a level of ability that allowed him to summon Gamabunta. He could even summon the nearly indestructible œso****us of a great, fire-breathing toad with Summoning: Toad Mouth Bind. Once the technique had been used to cover the area, Jiraiya could control it as he pleased, and used it to trap most ninja. Due to his training with toads, he even gained the ability to spit oil from his mouth.
For spying and infiltration, Jiraiya had the Toad Flatness — Shadow Manipulation Technique, which allowed him to hide himself as a shadow, and even attach to the shadow of another ninja to control them. He also had the Hiding in a Toad Technique, where he hid in the belly of a small toad, which could enter most areas undetected. Kakashi noted that Jiraiya was a specialist when it comes to infiltration and espionage tactics.
Fūinjutsu
Jiraiya's Fire Sealing Method.
Jiraiya had been shown to be very skilled and otherwise knowledgeable with Sealing Techniques, and had used a number of them throughout the series. When first meeting Naruto, he quickly deduced that the seal on Naruto's stomach, that kept the Nine-Tailed Demon Fox sealed within him, also allowed its chakra to mix with his own. Jiraiya easily recognised the Five Elements Seal that Orochimaru had placed on top of Naruto's seal and how it was distorting Naruto's chakra and easily removed it with Five Elements Unseal.
He later created a method of suppressing the Nine-Tails' influence over Naruto through the Chakra-Suppressing Seal, which activates by simply coming into contact with Naruto's body. In addition, he could utilise the Fire Sealing Method to contain even Itachi's Amaterasu within a scroll for future study.
Sage Mode
Like Naruto, Jiraiya naturally possessed exceptionally large amounts and strong levels of chakra and stamina. This allows him to use his most powerful ability: to enter Sage Mode, a transformation that allowed him to use natural energy to greatly enhance all of his abilities. Before entering Sage Mode, Jiraiya will summon the elder toad couple Shima and Fukasaku and have them fuse to his body. In addition to maintaining Jiraiya's natural energy while he fought, they added their own abilities to help him in battle. Sage Mode greatly increased Jiraiya's physical power, as shown by his ability to send Pain's summons flying and use the extremely powerful collaboration ninjutsu Sage Art: Goemon. This form allowed Jiraiya to use stronger versions of his other techniques. An example would include the Ultra-Big Ball Rasengan, a massive variant of Rasengan even larger than his own body. As Jiraiya was not adept with genjutsu, he relied on Shima and Fukasaku to help him in that aspect.
Jiraiya didn't like Sage Mode because it gave him a more toad-like appearance, with longer marks along the sides of his face, a goatee, a larger nose with warts, and webbed hands and feet, all of which made him unappealing to girls. This is due to Jiraiya not having complete mastery over the technique.
What other say about Jiraiya
While he would normally come off as goofy, Jiraiya had repeatedly shown himself to be a shrewd man. He was very knowledgeable in various techniques, able to quickly recognise them and know how to counter them. His strength was so great that even powerful members of Akatsuki either were easily subdued like Konan, while others like Itachi Uchiha and Kisame Hoshigaki, a Mangekyō Sharingan user and former member of the Seven Mist Swordsmen respectively, opted not to face him in battle, fearing that the very best they could do together against Jiraiya would end in a stalemate. Kisame even admitted that he was no match for Jiraiya saying he was "on a whole other level". Itachi stated that even if they had reinforcements, the result would be no different. Minato Namikaze also acknowledged his master's power, skills, and mindset. Even Nagato, a former student of his who possessed the Rinnegan, was nearly defeated despite outnumbering Jiraiya, causing the younger opponent to marvel his abilities, stating that he would not have defeated Jiraiya had he had prior knowledge of his "secret".
Orochamaru

Ninjutsu
Wishing to obtain all of the techniques in the world, Orochimaru has a vast arsenal of techniques at his disposal, ranging from simple offensive ones, which nonetheless become deadly when performed by him, to higher ranking, more complicated ones. Orochimaru is also very adept with transformation, as he was able to view Sasuke's battle with Yoroi Akadō during the Chūnin Exams without any suspicion. He was also able to pose as the Fourth Kazekage for weeks, fooling the entire village of Sunagakure, including its elite shinobi and the ones closest to the dead Kazekage.
He is also able to use Wind Release: Great Breakthrough, through which he can level a wide area with a powerful gust of wind. In terms of defensive techniques, Orochimaru uses both Summoning: Rashōmon and Summoning: Triple Rashōmon, in which he summons a varying number of large demonic gates that are capable of enduring even the most intense forms of damage. If need be, he can also place a Five Elements Seal on an opponent, sealing off their access to chakra and thus, rendering them useless in battle. Orochimaru can also use a technique to merge with a surface to avoid damage, and another to temporarily paralyse an opponent. In the anime, of the few techniques he was seen using is the Earth Release Shadow Clone, which creates a copy of himself out of mud that can attack on his behalf.
Orochimaru is one of the three people capable of performing Summoning: Impure World Reincarnation, perfecting the technique developed by the Second Hokage, Tobirama Senju. This is pure speculation due to using his Living Corpse Reincarnation, he may have gained the ability of Wood Release after he did his body transfer to a White Zetsu clone
Immortality Technique
In his quest to gain immortality, Orochimaru has made a number of modifications to his body, resulting in his natural form taking on the appearance of a giant, white snake composed of many smaller snakes. The snakes that compose Orochimaru's body can extend themselves to strike and bind targets, and if Orochimaru is sliced to pieces, the body simply can reform, making him very difficult to kill. Additionally, the blood that is released by killing the snakes is poisonous, evaporating into the air and paralysing anyone who has breathed it in, something that makes long lasting fights against him a bad choice.
The primary use of the form is with his Living Corpse Reincarnation, which allows him to transfer his soul to another body and extend his life indefinitely. To use this technique, Orochimaru leaves his former body, revealing his true form. Once he has done this, he swallows the new body and transports its current inhabitant to a dimension within himself where he absorbs them, thus allowing him to take over their body. Orochimaru can only perform this technique once every three years, which is also around the time that his new body begins to reject him and forces him to find a new host. Although he might leave their bodies behind, the souls of those whose bodies he has taken always remain within Orochimaru's subconscious. After taking over another body, Orochimaru modifies it to suit his theme of snakes, in order to increase his survival capabilities. These modifications include stretching and bending the body and reconnecting the body in case of bisection. Orochimaru is also able to shed his body and recreate himself, which can be used to heal injuries. Thus, even if Orochimaru is unable to transfer bodies, he can easily heal and evade attacks, rendering him virtually immortal. Orochimaru also alters the face of his host bodies to look like his original form.
Orochimaru's last method of immortality are the cursed seals he developed. In addition to his senjutsu chakra, each cursed seal contains a portion of Orochimaru's consciousness, which allows him to share the senses of those who bear his seals. In the event that he is killed or sealed, he can be revived through one of his cursed seals if an individual presses flesh containing his DNA up to the cursed seal and uses the Evil Releasing Method. Through this process, Orochimaru can be completely resurrected any number of times, as long as there are enough remaining cursed seals and pieces of his DNA.
Snake Techniques
Orochimaru's trademark trait is his affinity with snakes that, in addition to impacting the appearance and composition of his true form, and granting him the ability to extend his limbs to abnormal lengths and to take on snake-like traits in battle, caused him to learn a number of snake-related abilities, including learning Sage Mode. His snake-related techniques have been referred to as Power of the White Snake. One such ability is being able to summon giant snakes to fight alongside him in battle, made possible by the summoning contract tattooed on his arm. His signature summon was Manda, a colossal snake which was described as the largest in the world, with immense fighting capabilities. With Hidden Shadow Snake Hands, Orochimaru can instantly call forth snakes from his sleeves and mouth to attack opponents in large numbers with poisonous bites. A stronger variation of this technique was the Many Hidden Shadow Snake Hands, in which the summoned snakes grow noticeably in both numbers and size.
Another usage of snakes comes in the form of his signature weapon, the Sword of Kusanagi, the Kusanagi of Japanese legend. The sword, kept within the mouth of a snake within his own throat, is able to extend to great lengths to attack enemies that are very far away, can be controlled remotely by Orochimaru, and can return to him by turning in a snake. Although he is capable of wielding the sword normally with great proficiency, it's not uncommon for him to use it without ever removing it from his mouth. The sword is stated to be able to cut through almost anything, and despite failing to penetrate four-tailed Naruto's chakra shroud, did push him back an incredible length.
His strongest technique is the Eight Branches Technique, which allows him to transform into an eight-headed, eight-tailed giant serpent bigger than the already colossal Manda, another reference to the Japanese myth. This was described as the ultimate snake-related technique, which turned the user into an immensely powerful "Dragon God".
Senjutsu
During his research on Jūgo's clan, Orochimaru eventually tracked down the source of their power when he discovered the Ryūchi Cave and senjutsu. It is assumed that here he was trained by the White Snake Sage in senjutsu and attempted to learn how to use Sage Mode. However he was unable to use this power to its full potential due to being unable to find a host body that could bear such an ability, making it an unsuitable option for battle altogether. However he does have enough knowledge to both release another person's Sage Mode and absorb the senjutsu chakra inside them as seen with Kabuto.
To compensate for this flaw, Orochimaru developed other novel uses for his senjutsu chakra: the cursed seals. Combining this chakra with the enzyme produced by Jūgo, he was able to create these unique seals, which triggered a change near-identical to that of the Sage Transformation, but with different benefits and drawbacks. The senjutsu chakra locked in these seals is naturally quite powerful as Kabuto was amazed at a portion of Orochimaru's chakra he absorbed from Anko, even after he assimilated the collective DNA of team Taka, the Sound Five and of Orochimaru himself. These seals also carried the additional benefit of acting as anchors to Orochimaru's consciousness, allowing him to observe events through anyone branded by the seal and even revive him any number of times under the right circumstances
Other Skills
Due to the experiments on his body, Orochimaru is almost-completely invulnerable to most conventional techniques. He once survived a direct punch from Tsunade's monstrous superhuman strength, which was only able to damage the skin that made up his face mask and even being bisected by a four-tailed Naruto was unable to slow him down. He also has immense strength in the anime, as when he was walking to Tanzaku Quarters, he was immensely frustrated by the pain he was in and used only a kick to knock down a tree. He is skilled in kenjutsu, which he uses in conjunction with the unique properties of his Sword of Kusanagi. He can also absorb chakra along with any information from the one he's absorbing it from.
What other say about Orochimaru
He was considered as a child prodigy that appeared only once a generation. His skills were so great that during the time of his invasion of Konoha, the Third Hokage feared no one in the village would be able to defeat him or even fight on equal footing with him, even himself, and that Orochimaru was supposedly strong enough to take down a small nation on his own. Even Kakashi Hatake, one of Konoha's greatest shinobi, was filled with tremendous fear when he met him during the Chūnin Exams, and himself admitted that he wouldn't even stand a chance against his level of power. Sasuke Uchiha and Suigetsu Hōzuki also stated that the former's victory over Orochimaru was only because the latter was already severely weakened prior to their confrontation.
Conclusion
I listed all the techniques I could think of and what others said about both of these powerful characters. and my conclusion is that it is to close to call. I know alot of people are going to say that Orochimaru fought Tsunade and Jiraiya without the ability to use his arms. My response to this is that all 3 of them were in weakend conditions so it is not an accurate measure of what a fight would look like. I just dont know how Orochimaru fares against Jiraiya in sage mode, at the same time I dont know if Jiraiya can even damage Orochamaru because Orochamaru has shown himself to be extremely durable.
