Orochimaru was stronger.. expecially with the 1st and 2nd as puppets, Remember oro was going to be selected as hokage, but because of his sadistic ways they picked minato, oro was technically the strongest in the village..with hands, without hands he sucks

i want to say jiraya sage mode but orochimaru is strong he is just forgotten because sasuke defeated him...

this is a hard one... but at the time i would say jiraya even though he didn't get his full credit till shippuden

jiraiya imo is stronger than any current kage BUT still imo orochimaru would win, look at kabuto, hes OP but still when he got orochimarus chakra (from ankos cursed mark) he was amazed

Orichimaru, no doubt about it.. Jiraiya and tsunade had a hard time with orichimaru at the battle of the 3 sages.. And he could not even use jutsu

Orochimaru, even without Edo Tensei. They already fought when Orochimaru left the village, and apparently he won, though Orochimaru couldn't even use all of his insane Kinjutsu back then.

Anyway, Orochimaru is the epitome of reincarnation, I don't see how Jiraiya will defeat him. Since he has to keep his hands together for ten minutes in order to enter Sennin Modo, I doubt that he'd even be able to do so. Orochimaru is one hell of an enemy and obviously underestimated.
