Jiraiya dominated the 3 Peins once he figured out their unique abilities, and even with one arm and almost no jutsus Jiraiya still fought against all six Peins and they still couldn't kill him... in fact, Jiraiya managed to kill Animal. It wasn't until Jiraiya undid Sage Mode and tried to prove his theory that Pein finally managed to kill him.
