Jiraiya didn't want to go too hard on Naruto because he didn't want to kill him. He was trying to restrain 4 tailed Naruto, which is nearly impossible.

Pretty much. Jiraiya can deal with large targets fairly easily. It's Bee's V2 state actually which could be problematic.
