Killer Bee is smart and his strength is near unbeatable but he probably gets it from his Bijuu.

Jiraiya is smart, quick, and strong and would probably have no problem owning Bee if they had no Bijuu or SM.

So basically base bee v base jiraiya.
Bee has superior speed, taijutsu and kenjutsu skill to defeat base jiraiya. If sasuke who's speed is superior to jiraiya but also has a better reaction time due to the sharigan cannot keep up with bee's kenjutsu's jiraiya isnt either.

Saying all that summonings would cause base bee trouble because he hasnt really shown us much ninjutsu feat in base. He does however have the ability to dodge summonings all day lond due to his speed but also due his ability to run lightning based chakra into his sword, he'd do way more damage to any summoning that would a summoning can do to him.

Base bee hasnt shown us a technique that could get passed the toad mouth technique and with that jiraiya edges this. Jiraiya high difficulty
