Remember though naruto has half the nine tails and half the nine tails is far more superior to the eight tails
So i would believe v2 naruto is by far more powerful than v2 eight tails.
And remember jiraiya wasn't trying to kill naruto....
You do realize Jiraiya could easily summon Gamabunta to pin the Hachibi down, which would cancel his Bijuu Dama? After that use Dark Swamp to solidify its immovability.
And the Eight Tails Whirlwind is not finishing off Sage-Mode Jiraiya. Even in a field with much trees (Obstacles increasing its destructive capacity) simple Jinchuurikis were not fatally damaged, just brought off balance. Jiraiya in his base-form has already shown superior durability, but in Sage-Mode he would easily tank it.
Not to mention he would not even allow Bee to use that, as soon as Bee transforms, Jiraiya sinks him. If he spins, he is only going to be caught in it quicker.

He did not even try to kill that V2 Naruto... He tried to save his life, by making contact with him. I am quite sure Bee could have easily faced the same near-death experience if he tried to approach a wild V2 Naruto with no killing intent whatsoever.
Bee could only seal him away if Jiraiya is damaged enough, which he wont be.
And Jiraiya can prevent Bee from firing a Bijuu-Dama by help of his Dark Swamp & Food-Cart Destroyer (Summoning Gamabunta above the Hachibi to pin it down instantly).
From that point on, he could just make a Shadow Clone & continuously use the Senjutsu enhanced Big-Ball Rasengans to its head.. And those Senjutsu enhanced Big-Ball Rasengans were stated to be capable of carving out a mountain in the Data-books. So I am quite sure constant attacks of 2 (2 Clones using them) would be enough to eventually defeat the Bijuu.
