Because, all Shadow Clones do are split the chakra of the user. Jutsu aren't like that. Can Naruto use a large ass Rasengan that he's never used in Base before just cause he has the chakra? Nope.

If you're going to let Jiraiya use a quantity of things he has not shown to be able to use (doesn't matter if others can) Then Kakuzu's gian who has no parameters saying he can't use more then two despite again not being shown to do so becomes relevant as well. Thats basically the brunt of it. Your opinion on the meaning of the word in context is irrelevant as is mine.

Nothing states he can't use more than two, I wouldn't use it unless someone just as ambiguously gives someone feats they have not been shown to do also.
