Ya kinda have to root for Jiraiya. Jiraiya>Kakashi and he tried to teach Naruto to fight off genjutsu so maybe he stands a chance. He's smart, maybe he wouldn't have looked him in the eye in the first place if he wasn't confident that he could break a genjutsu, inb4 tsukuyomi is not a normal genjutsu.

Jiraiya could also win high diff but it's just more of a gamble. Someone has to debate for Jiraiya but I'm lazy and on the way to college. That's what I had off the top of my head, without research. Without resorting to the same argument of "but Itachi said" and then someone saying that it was all an act like usual.

If he gets past the genjutsu though, he definitely has a chance. Amaterasu is next, at the time it was hyped beyond belief but then you had peeps dodging it left, right and centre later on.
